Mr William Liu, Green Dot Capital


The Year 2007 Hall of Fame is a pioneer and a veteran in the IT industry.

William Liu or Bill as he is more commonly known began his foray into the IT world upon graduation in 1970 and has over 37 years of experience in the IT industry today. His career with International Computers Ltd (ICL) spanned 22 years, during which he rose through various positions to become Regional Vice President for Asia and concurrently the non-executive Chairman of the Singapore operations. He also served as General Manager of ICL Taiwan for a year in 1992. Bill is currently the Director of Green Dot Capital Pte Ltd. Prior to joining Green Dot Capital as President in 2001, Bill was with ABACUS International as its President and Chief Executive Officer. From 1993 to 2001, Bill led ABACUS through profitable growth and expansion of its operations from 7 to 20 countries in Asia Pacific, including a successful joint venture partnership with Sabre Inc, USA’s largest Computer Reservations and Global Distribution company.

A strong advocate for IT, Bill has been participating and championing the IT industry since his early career. He has been a member of the Singapore Computer Society (SCS) for 32 solid years. He has also been involved in the Singapore infocomm Technology Federation (then SFCI) since 1988, serving as the Chairman from 1995 to 1998 and the Advisor from 2002 to present.

Bill has been the Chairman of the Singapore IT Dispute Resolution Advisory Committee (SITDRAC) since 1999 and the Chairman of SiTF’s Government IT Contracts sub-committee since 2000. Bill also served on the Board of the Institute of Systems Science for a number of years in the mid-1990s and was a Board member of the National Super Computer Resource Centre of the NUS before it became the Institute of High Performance Computing Centre. His past contributions include being a Board member of the then National Computer Board, and a past President of the Operational Research Society of Singapore.

More recently, Bill was actively involved in the iN2015 “Intelligent Nation, A Global City powered by Infocomm” Master Plan, sitting on 3 sub-committees, viz Infocomm Competency Council, Financial Services sub-committee and Enterprise Development subcommittee. He also chaired the Infocomm Education Workgroup under ICC.

Believing in the importance of IT education and training to develop IT talents in Singapore, Bill has played a pivotal role in establishing a partnership between ICL and Ngee Ann Polytechnic to setup the Centre for Computer Studies (CCS) in 1983. This partnership has drawn many to enroll for IT diploma and contributed to filling IT manpower shortage in Singapore.

Beyond his earlier achievements in IT, Bill has continued to play a role in various boards and committees, including the Chairman of W3 Infocomm Group Pte Ltd and Ensop Pte Ltd;.a Board member of Singapore Computer Systems, SISTIC.Com Pte Ltd, National Library Board and Monte Jade Singapore; and a member of the Digital Library Advisory Committee of the National Library Board.

On the international scene, Bill has been a regular member of the Singapore delegation to the annual Asian Oceanic Computer Industry Organisation (ASOCIO) General Assembly and Symposium since 1990. He co-chaired the General Assembly and Symposium when it was held for the first time in Singapore in 1996. He was elected a Council member and Co-Chairman of the Singapore British Business Council IT/Software sub-committee since 1995 to promote two way exchange and trade ties beween UK and Singapore.

Having embodied the quality of leadership and contributed to the development of IT landscape over 3 decades, Bill is deserving of induction into the Hall of Fame of the SCS IT Leader Awards.
