Prof Lai Kim Fatt

Professor Lai Kim Fatt, formerly from the Defence Science & Technology Agency, has contributed significantly to the IT profession and development of IT in Singapore.

A Singapore Armed Forces (SAF) overseas training award holder, Kim Fatt obtained his first degree in Civil Engineering from the Japan Defence Academy in 1980. He holds a Masters in Science from the United States Air Force Institute of Technology. In 1997, he completed the Program for Management Development at Harvard Business School.

Kim Fatt began his career with the Ministry of Defence (MINDEF) as a systems engineer in 1980. In the early eighties, he was appointed the first Head of the Air Logistics Computer Centre of which he helped establish. He also played a pivotal role in the development of MINDEF’s first on-line information system – the Air Logistics Supply and Engineering Systems.

In 1989, Kim Fatt headed a software systems department in the then Defence Science Organisation. Thereafter he landed the appointment of a division manager in the then Systems & Computer Organisation (SCO) where he spearheaded the development of MINDEF’s second generation client-server Integrated Manpower Information System. He was promoted to Deputy Director in 1995 before assuming the appointment of Director in 1997.

As the Director of Systems & Computers Division and the Chief Information Officer in the Defence Science & Technology Agency, he managed some 500 IT professionals and was responsible for the development and procurement of IT systems for MINDEF and the SAF. Under his leadership, DSTA has moved towards to harness new technology for the development of enterprise architecture to meet the defence logistics and human capital management needs.

One of the notable contributions made by Kim Fatt was the implementation of the Hospital Movement Tracking System.

Kim Fatt was also awarded the Public Administration Medal (Bronze) in 1995 and the Public Administration Medal (Silver) in 2002 for outstanding achievement, excellent performance and dedication to his work.

Kim Fatt initiated many 'firsts' for public procurement in Singapore, such as the Mindef Internet Procurement System and Government Electronic Business that won the first eGovernment award in 2000. With these applications, suppliers can do business with the entire Government of Singapore electronically at their convenience anytime, anywhere.

Another contribution was the set up of Mindef's information technology systems, like the Mindef Internet Webservices - the portal that delivers e-services to some 350,000 NSmen, regular servicemen and pre-enlistees. The MIW won the 3rd Annual Intelligent Awards, and was also one of the 100 honourees of the CIO Awards 2003.

For his outstanding professional performance and contributions to IT in Mindef, DSTA and Singapore, Professor Lai Kim Fatt is awarded the Person of the Year Award 2004.
