Dr Su Guan Ning

Dr Su Guaning has been instrumental in directly shaping and enhancing the defence, engineering and IT capabilities of Singapore. In recognition of his sterling performances, the Singapore Government honoured him with the Public Administration Medal (Silver) in 1989, the Public Service Medal in 1997, and the Public Administration Medal (Gold) in 1998.

In 2002, Guaning received the prestigious ASEAN Outstanding Engineering Achievement Award from the ASEAN Federation of Engineering Organisations for his remarkable engineering achievements and contributions over the years.

A President’s and Colombo Plan Scholar, Guaning was a top graduate at the University of Alberta, Canada. He received his master’s degree from the California Institute of Technology and obtained a Ph.D. in electrical engineering from Stanford University.

Guaning began his career as an electrical engineer with the Ministry of Defence (MINDEF) working on electronic warfare systems. He rose rapidly through the ranks to become the Director of the Defence Science Organization in 1986. He was appointed CEO of DSO National Laboratories in 1997. Under his charge, the defence software development capability was built up from scratch in 1983.

During his tenure as Deputy Secretary of Technology in MINDEF from 1998 to 2000, Guaning was one of the champions of IT in the Ministry and contributed to the pervasive adoption and use of IT in MINDEF. From 2000 to 2002, Guaning was the founding Chief Executive of Defence Science & Technology Agency, a 2800-strong organization with key engineering talent that play a critical role in harnessing technology for Singapore’s defence. Many IT solutions in the area of command and control and web based systems for NS men, and for personnel, logistics, financial and procurement functions were developed.

Outside of the defence arena, Guaning is highly dedicated to engineering education in Singapore. For more than 11 years, he had been involved in the education and development of young engineers. He was an Adjunct Professor of Electrical and Computer Engineering at the National University of Singapore until January 2003.

Since 1 January 2003, Guaning has assumed the appointment of President, Nanyang Technological University.

Guaning has also devoted time and energy to the engineering profession in Singapore. A Fellow of the Institute of Engineers Singapore of which he has served for more than 13 years, Guaning was honoured by the IES with the award of the IES Bronze, Silver and Gold Medals for his contributions.

Recently, he was awarded the inaugural Joint Medal of Excellence from the IES and Institute of Electrical and Electronic Engineers, for his outstanding service and contributions to the engineering education and profession.

For his exceptional leadership and contributions to IT in MINDEF and the industry, Guaning was awarded the Year 2003 Hall of Fame.
