Her collaborative style of management has also nurtured several industry partnerships and research programmes with the aim of bringing Singapore's land transport development to new heights. Rosina heads LTA's programme for industry ICT collaboration and chairs the Singapore Urban Transport Solution (STARS) to catalyse innovation in land transport development with a $50 million Land Transport Innovation Fund.
Under her leadership, the use of ICT permeates through all key business functions of LTA, including strategic units like policy formulation and transport planning where the early adoption of GIS technology and data analytics for land transport master plans and public transport improvement programmes have garnered visionary awards at the Geospatial World Forum in Amsterdam (2013), the International Transport Forum in Germany (2012) and the only government recipient to-date for the Gartner Business Intelligence Excellence Awards (2011), Asia Pacific.
As the chief digital strategist at LTA, both the One.Motoring portal and the My.Transport.SG mobile have become household names in Singapore and voted as the favourite apps with motorists, transport users and businesses. Both initiatives have garnered the industry's highest international awards for Integrated Mobility in Geneva (2013) as well as being the Distinguished Winner of the eGov Excellence Awards (2013) in data sharing.
Rosina is actively involved in promoting the competency of IT professionals in Singapore. She is a Fellow of the Singapore Computer Society, former President of IT Management Association (2004, 2005) and sits on the Boards of ISS of NUS (2004 - Present), EzLink Pte Ltd (2011 - Present) and National Library Board (2007 - 2013). She is also the Vice-Chair of the Government CIO Forum (2013 - 2015).
In August 2013, Rosina was conferred the inaugural Woman Leadership Award by Chief Marketing Office (CMO) Asia, and is the sole winner from public sector and the only recipient with an IT background.
