Mr Bill Chang

IT Leader of the Year, 2017

Bill Chang is the Chief Executive Officer of Group Enterprise and, concurrently, the Country Chief Officer at Singtel. He is an ICT professional with more than 23 years of experience. Bill has served with leading companies including Hewlett Packard, Cisco and, now, Singtel, where his leadership capabilities have been developed and honed. With his relentless passion, drive and focus on developing talent, he has contributed much to the industry and led numerous teams to achieve breakthroughs along the way.

Bill heads Singtel's enterprise arm, where he has transformed the division by building new businesses based on cyber security, cloud services and smart city developments. Today, Singtel Group Enterprise is one of the largest and most innovative enterprise services providers in the region. He was instrumental in spearheading Singtel's rapid growth in the cyber security services market. In a little more than two years, he has grown the business rapidly and positioned Singtel as a global leader in cyber security services.

Recognising the pervasiveness of cyber threats, Bill has built an extensive ecosystem of partners to deepen Singtel's cyber security capabilities. His tireless endeavour has attracted many world-class companies to increase their investments in Singapore and make it their hub for the region. This has increased the diversity, capabilities and job opportunities in cyber security, reinforcing Singapore as a safe business and financial centre. Bill has also broken new grounds in forging partnerships with the National University of Singapore and the National Research Foundation to create intellectual property and develop the next generation cyber security technologies, making Singapore a key R&D hub for Singtel's global cyber security business.

Bill has also been active in championing the cause of local small and medium enterprises (SMEs). In 2015, he initiated the 99% SME movement, with SingTel partnering other large organisations to help drive greater awareness and business demand for our SMEs. To better scale their business, the partners transformed many of the SMEs' operations with innovative and user-friendly digital technologies. Thousands of SMEs participated in this nationwide movement and many have benefited from it.

Bill is a fervent believer in lifelong education and skills upgrading as being the "best equalisers in life". He is committed to investing in young talents to nurture their interest in ICT, with a view of developing a sustainable talent pipeline for the industry. He was instrumental in partnering the Institutes of Higher Learning to develop various internship programmes in cyber security, networking and digital applications for smart nation development. To address the critical issue of the lack of trained cyber security professionals in Singapore, Bill has collaborated with the Info-communications Media Development Authority of Singapore to train mid-career ICT professionals under the Cyber Security Associates and Technologists programme. While he was at Cisco, Bill introduced the Cisco Networking Academy programme at various polytechnics and universities to equip students with advanced networking technologies and skills.

He currently serves as the Chairman of the Board at Singapore Polytechnic, his alma mater. He was also a member of the government's Committee on the Future Economy (CFE) where he co-led the Sub-Committee on Future Jobs and Skills to chart the blueprint of Singapore's future economy and the implications and opportunities for our workforce. He was on the Board of Workforce Development Agency for six years until 2011. For his contributions to Singapore's workforce development, Bill received the National Day Public Service Medal in 2007.
