IT Leader of the Year

Mr Lim Hup Seng

Mr Lim was the Deputy Secretary (Performance) in the Ministry of Finance (MOF). His wealth of experience is in public policy development and public service delivery, with particular interest and passion in shared systems/services and e-Government. While in MOF, Hup Seng led the development of the iGov2010 masterplan, which seeks to bring about an integrated Government (iGov) that delights customers and connects citizens through the use of IT. He spearheaded the Alliance for Corporate Excellence (ACE), a shared HR, Finance, and Procurement system, for 11 government agencies and led the Unique Entity Number (UEN) project, a standard identification number for all entities registered in Singapore. As a result of Hup Seng's dedication to fostering an integrated Government, Singapore achieved the top position in the 2009 Waseda University International e-Government ranking, the first time an Asian country had been given this honour.

Hall Of Fame

Mr Peter Ho

Mr Ho held concurrent portfolios as the Permanent Secretary (Foreign Affairs) in Ministry of Foreign Affairs, Head, Civil Service, Permanent Secretary (National Security and Intelligence Coordination), and Permanent Secretary (Special Duties) in the Prime Minister's Office. Peter has transformed the public sector with many bold IT initiatives, a testimony to his firm conviction in the transforming power of IT. As PS Defence, Peter championed a "dot-com" mindset to replace the traditional "dot-gov" approach. He was instrumental to the conceptualization and establishment of the Risk Assessment and Horizon Scanning (RAHS) Programme which promotes a whole-of-government approach towards strategic anticipation to better prepare agencies for future national security threats. He spearheaded Singapore's National Grid Computing initiative to facilitate the seamless use of an integrated cyber infrastructure in a secure, effective, and efficient manner to advance scientific, engineering and biomedical R&D. Peter also established Singapore's cyber-security framework through his steady stewardship of the multi-agency National Infocomm Security Committee.

Young Professional of the Year

Dr Bernard Leong

Dr Leong is the co-founder of Chlkboard and SGEntrepreneurs and a founding partner in Thymos Capital LLP. Being an early stage investor, Bernard has guided his portfolio of companies mainly on product development and business strategies, follow-up investments and expansion into China and Japan. In his role as a community organizer, Bernard has grown SGEntrepreneurs from a blog into a premiere entrepreneurship portal that provides value-added services that promote up and coming start-ups mostly in the IT landscape to mainstream media both locally and globally. As an entrepreneur, he has served as the CTO of Chlkboard and is instrumental in creating an interesting product to help SMEs to market promotions. Prior to his stint in the private sector, he worked as a multi-disciplinary research scientist in the fields of physics, computing and biology and has published papers in prestigious journals.

IT Youth

Mr Pan Zhengxiang

Mr Pan's dream - "Transforming lives with the innovative use of computer technology" was ignited when he was in MOE-Gifted Education Innovation Programme. At NYP, he distinguished himself in competitions such as Microsoft Imagine Cup and NYP-School of IT Creativity Award. Achieving 12 prestigious military and National IQC awards during national service, Zhengxiang's contributions to national security culminated in him being conferred the title of "A-STAR Soldier". Crowned "Champion Student" by NTU for triumphing competitions such as NTU Computing Innovation Development and A*STAR Youth Research Program. His invention, iChat with Frasia, launched at First Asian Youth Games, is complimented for its ingenuity. With his warm heart for community, all-rounder Zhengxiang inspired and garnered student's support to employ IT in improving the literacy of underprivileged. Zhengxiang's Passion-for-Innovation, Dare-to-Dream and Make-IT-Happen spirit is commendable. He is an exemplary youth role model who strives with what he has, wherever he is - for our community.
