Mr Lim Swee Cheang

In 1982, Swee returned to Singapore as a Lecturer with the Institute of Systems Science (ISS). In the next 29 years, he held the position of Assistant Director, Director (Education), and assumed his current position of Director/CEO in 1998. As Director/CEO of ISS, Swee was instrumental in the development of several industry-oriented educational programmes for both senior management and IT professionals. Swee initiated and set up the e-Government Leadership Centre in partnership with IDA and the Lee Kuan Yew School of Public Policy. Swee was pivotal in the successful implementation of the ISS Continuing Education and Training (CET) Centre guided and funded by the Singapore Workforce Development Agency (WDA) and IDA. He was also instrumental in the development of the national Certification in IT Project Management and the Certification in Outsourcing Management for IT programmes. Under his stewardship, ISS has trained more than 74,000 professionals from over 120 countries.
Swee has assisted various organisations in formulating strategic information systems and data management plans, including National Computer Board, Keppel Shipyard, Institute of Education, Singapore Broadcasting Corporation, and National Library Board. He also served on the IT Steering Committee of Mass Rapid Transport Corporation, Singapore Press Holdings, and National University Hospital.
Swee was a former Board member of the Land Transport Authority, and also a Council member for IEEE International Computer Aided Software Engineering, and Singapore IT Management Association (ITMA). He was appointed by the Committee of National Computerization as Chairman of the National Task Force on Specialist Education in Software Engineering and Knowledge Engineering, and served on various local and international committees as an advisor. He had served on the Singapore Government Economic Review Committee Working Group on ICT, the Singapore Infocomm Competency Council (ICC - a committee under the Infocomm Development Authority of Singapore (IDA) iN2015 National Strategic Plan), and as Chairman of the ICC Work Group for the development of a national ICT manpower competency framework.
At present, Swee is a member of the Advisory Committees of Nanyang Polytechnic and Republic Polytechnic, a member of the NSL Ltd's (formally known as Natsteel Ltd) Corporate Research and Development Advisory Panel, as well as an appointed Director of EZ-Link Board. He is a Fellow at the Singapore Computer Society and has been invited to chair the Ministerial Forum on ICT 2007 and several high profile panels in various international and local conferences.
Swee was awarded the Public Service Medal in 2009 (nominated by LTA) by the President of the Republic of Singapore. In the 2010 National Day, he was awarded the Long Service Medal (nominated by NUS).
