Mr Yap Chee Yuen

IT Leader of the Year, 2013

Chee Yuen is the Executive Vice President of Corporate Services at Genting Singapore PLC and concurrently the Head of Innovation Technology at Resorts World Sentosa (RWS).

With over 30 years of experience in managing end-user IT organisations, Chee Yuen is a visionary leader who anticipates business needs and defines IT strategies to ensure that IT investment decisions and initiatives are in sync with business objectives and priorities.

Under his leadership, RWS won the National Infocomm Awards in October 2010 under the Private Sector category for the Most Innovative Use of Infocomm Technology. In 2004, as CIO of JTC, he also led JTC to win the same Award under the Public Sector category. In September 2010, Chee Yuen was recognised as one of the Most Outstanding Chief Information Officers (CIOs) in the ASEAN region by the International Data Group (IDG).

Chee Yuen is currently the appointed Chairman for the National Information Technology Standards Council (ITSC). Under his leadership, ITSC partnered with IDA and industry members to develop various industry standards on Cloud Computing to facilitate the adoption of cloud technologies and services in Singapore and Green ICT to help organisations put in place best practices and establish processes to recycle their ICT equipment. ITSC has also organised the annual code::XtremeApps programming competition to promote the awareness of ICT standards in a fun and easy-to-relate way that establishes stronger relationships between academia and the industry. Chee Yuen has also moved ITSC beyond its traditional international standardisation activities in ISO to cover other international standards organisation.

Chee Yuen was appointed by WDA and IDA and currently holds the position of chairman of the National Infocomm Competency Framework (NICF) Adoption Committee as well as member of the NICF Steering Committee, which provides strategic inputs on Infocomm manpower and training issues. The NICF Adoption Committee, amongst others recommends and advises strategies on NICF promotion, adoption and implementation to WDA and IDA. The NICF was co-developed by WDA and IDA to be used as a resource by companies to develop their human resource capabilities within the organisation and for ICT professionals to plan the development and career progression within the ICT sector.

He is a member of the Board of Industry Advisors for National University of Singapore School of Computing, the Singapore Management University School of Information Systems and the Republic Polytechnic School of Information and Communication Technology. A conferred Fellow of the Singapore Computer Society, he serves as a member of its Executive Council and sits on its Board of Assessors for the Certification in IT Project Management (CITPM). He has also previously served as President of the Singapore IT Management Association.

Chee Yuen graduated from the National University of Singapore (NUS) with a First Class Honours Bachelor Degree in Electrical and Electronics Engineering. He obtained a Masters in Business Administration from NUS, was recognised for his academic excellence and was awarded the Tan Kah Kee scholarship. He completed the Advanced Management Program at INSEAD in France and the e-Government program at Harvard University.
