Dr Lim Woo Lip

Dr Lim Woo Lip is Vice President of SmartHub and Cyber Security at StarHub. He leads StarHub's development in big data analytics and cyber security capabilities. As a firm believer in building the local ICT ecosystem for long term sustainability in Singapore, Woo Lip has helped to establish links between government agencies, institutes of higher learning (IHLs) and commercial companies for collaborations and joint developments in data analytics and cyber security.
Woo Lip has a clear idea of what and how telcos can uniquely contribute to the success of Singapore's Smart Nation vision. Since joining StarHub in 2013, he has worked tirelessly to innovate and develop its data analytics capabilities. SmartHub, the data analytics arm of StarHub, is now providing data analytics support to various government agencies/ministries and commercial companies.
In 2015, Woo Lip conceptualised the national level telco centric cyber security capability and successfully secured funding from EDB to establish the Cyber Security Centre of Excellence (CS-COE) in Singapore. CS-COE is a local cyber security ecosystem that has on-board many world renowned cyber security companies and local IHLs, to jointly develop Singapore's cyber security capability. The CS-COE was officially launched in May 2016.
Prior to joining StarHub, Woo Lip worked in the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF) for 25 years. His last post was Director of Policy and Plans in MINDEF from 2012 to 2013. Over the years in MINDEF and the SAF, he held a number of positions including Head of Technical Branch in Joint Service and Deputy Director of Infocomm Infrastructure Solutions in Centre for Strategic Infocomm Technologies (CSIT). Woo Lip was also the Lab Head of the Advanced Communications Lab and Wireless Communications Lab in CSIT from 2004 till 2009. Under his leadership, the teams at Research Labs achieved many breakthroughs in infocomm technologies that were subsequently operationalised. He was awarded the National Day Public Administration Medal (Bronze) and the Long Service Medal in 2012 and 2013 respectively.
Woo Lip is currently a member of the Advisory Committee at Republic Polytechnic's (RP) School of Infocomm. In this role, he has facilitated RP's industry collaborations on data analytics and cyber security. He has also published many technical papers on infocomm technologies and peer-reviews for a number of technical journals and conferences. Woo Lip received the Defence Technology and Training Award (DTTA) and graduated from the University of Bath (UK) with a Bachelor of Engineering (1st Class Honours) in Electronic and Communications Engineering. He was later awarded the DTTA (Postgraduate) and obtained his Doctor of Philosophy (Ph.D.) in Electrical Engineering (Mobile Communications) from the University of Surrey (UK).
